The Latest: White House says it won't comply with inquiry

WASHINGTON (AP) – The latest information about the impeachment inquiry against President Donald Trump (always local):

5:10 pm

The White House has notified the House that the Trump administration will not participate in what it calls the "illegitimate" impeachment investigation of Democrats.

White House attorney Pat Cipollone writes in a letter to Democratic House leaders that his investigation was prosecuted “in a manner that violates fundamental justice and due process of constitution” and “lacks any legitimate constitutional ground” or “claim of justice ”.

The letter comes the same day that Trump stepped up his fight with Congress, preventing European Union Ambassador Gordon Sondland from witnessing behind closed doors about the president's relations with Ukraine.

House Intelligence Committee chairman Adam Schiff called Sondland "strong additional evidence" of obstruction of Congress by Trump and Secretary of State Mike Pompeo, who will only strengthen the case of Democrats.

The White House has launched a high-risk strategy to counter the threat of impeachment to President Donald Trump: Stall. Obfuscate. Attack. Repeat.

One of the administration's first steps: The State Department on Tuesday banned EU ambassador Gordon Sondland in front of a House panel conducting an impeachment investigation against Trump.

Sondland's lawyer, Robert Luskin, says his client is "deeply disappointed" that he cannot testify.
